MADISON ALL-CITY SWIM/DIVE LEAGUE RULES

I. Madison All-City Swim/Dive League Board of Directors
A. The Board shall have the power to make and review rules for the conduct of dual meets and the All-City meet.
B. The Board shall consist of one voting representative from each swim club. A quorum, defined as a majority of the Board members, shall be necessary to conduct business. Any action by said Board shall require an affirmative vote by the majority of the clubs in attendance. In cases of ties, the pool hosting the All-City swim meet will cast a tie-breaking vote.
C. The Officers of the Board shall be:
President: representative from the previous year’s All-City swim meet host
Vice-President/Treasurer: representative from the current year’s All-City swim meet host
Secretary: representative from next year’s All-City swim meet host
D. New officers will begin their terms with the January meeting.
E. All meetings will be open to all concerned persons.
F. The Board will, at the request of any member club, meet to determine if an infraction of the rules exists and to assess appropriate penalties.
G. Annually, one pool shall be designated to host and direct the All-City Swimming Championships. A second pool shall be designated to host and direct the All-City Diving Championships. Rotation is as follows:

H. Additional responsibilities for the host club of the All-City Swim Meet:
1. Submit a proposal and a plan of operation to the Board at the April meeting.
2. Update the records, keeping two sets of city records, one in yards and one in meters.
3. Collect scores of the dual meets and have these results and the results of the All-City Meet published in the newspaper.
I. Each year the treasurer of the Board will order USS and National Federation rulebooks for each team to be distributed at the April meeting. Each team will be assessed an equal amount to cover the cost of the books.
II. Schedule of Meets
A. The summer season will consist of seven dual meets and the All-City Meet.
B. The first swim meet of the season will be held on the second Saturday after the conclusion of the school year by
the Madison Metropolitan School District. The first diving meet will be the Friday evening immediately preceding this Saturday.
C. The date of next year’s All-City Meet will be published in the heat sheets of the current year’s All-City Meet.
D. The dual meet schedule will be arranged to take into account the order of finishes during the previous year’s All City swimming and diving meets. The guidelines for scheduling will be followed.
III. Guidelines for Scheduling
A. Each team should swim against the five teams in its division (based on previous year’s All-City Meet).
B. Each team should dive against the five teams in its division (based on previous year’s All-City Meet).
C. For diving, a series of triple-dual meets should be arranged so that no diving team has a bye in its schedule due to their competing with Cherokee which has no dive team.
D. The number of home meets should alternate between three one year and four the next year.
E. “Home” v. “away” based on history.
F. All-City Swim Meet and Dive Meet hosts should have away meets in week seven.
G. If July 4th falls on a Friday through Monday, do not schedule a home meet for Monona as they can not schedule a meet on other than Saturday morning.
H. The weekend before or including the 4th of July, no home meets should be scheduled for Maple Bluff or Nakoma (parking problems).
IV. Conduct of Meets
A. Meet officials will be final judges of USS swimming and National Federation diving rules during meets.
B. All USS rules will be followed with the following exceptions:
1. A swimmer will be allowed one false start. A second false start by that swimmer in that event will disqualify that swimmer from swimming that event.
2. The age of an individual for competitive purposes for the entire season will be his/her age on June 1.
3. No All-City Meet individual records will be based on a time achieved on the first leg of a relay swim.
V. Contestant Eligibility
A. No contestant may swim or dive for more than one pool during the summer season unless s/he has changed residence during the summer. S/he must be a dues or registration paying member of that pool and, therefore, cannot accept a scholarship from the second pool while still a member of the first.
B. A swimmer must swim in at least one individual event in at least three meets and a diver must dive in three meets to compete in the All-City Meet. (This includes exhibitions.) If swimmers or divers schedule their availability for only 3 meets and one is rained out and they cannot participate when the meet is rescheduled, they will be ineligible to participate in the All-City Meet.
C. Swimming and Diving Coaches may compete in meets for pools at which they are members in good standing.
D. Age groups for boys and girls for swimming are as follows:
1. Eight and under
2. Nine and Ten
3. Eleven and Twelve
4. Thirteen and Fourteen
5.
Fifteen through Eighteen year olds plus Nineteen
year olds who have just completed high school
E. Age groups for diving differ only in that the two youngest groups are combined into one group, Ten and under.
F. All competitors must be residents of Dane County or receive waivers from the Rules Committee.
G. Swimmers and/or divers who compete in the Tri-County League are ineligible to swim and/or dive in any All-City City Swim/Dive League dual or championship meets.
VI. Dual Swimming Meets
A. Entries
1. Each contestant may be entered in two individual swimming events in addition to relays. Exhibitions shall be considered an individual event.
2. Contestants may be entered in one age group higher if no other swimmers of that sex from that team are registered for that event. However, contestants may not swim in more that one age group in any event.
3. Entries shall be completed two days preceding the meet by both teams and delivered to the host pool by the visiting team by 12 noon Friday. All changes in entries after 12 noon, other than scratches, must be by mutual agreement of both coaches. The host team must supply an entry roster to the visiting team by 12 noon Friday, if requested. The request by the visiting team must be made by Tuesday. All swimming entries shall be submitted electronically using software designated for the All-City Pool Meet.

C. Swimming Competition
1. Swimming meets will begin no later than 8:30 AM Saturday, unless otherwise arranged by mutual agreement of the pools involved.
2. Coaches should report all scratches prior to the beginning of all meets
3. The host team will be assigned lanes 1-3-5, and the visiting team will swim in lanes 2-4-6 in the point heat
4. Swimming events will run in the following order: Medley Relay; Freestyle; Backstroke; Individual Medley; Breaststroke; Butterfly & Free Relay. The only exception to this order is that the free relay for eight and unders will be swum at the end of all backstroke events and prior to the individual medley events.
5. Youngest swimmers swim first.
6. Girls precede boys.
7. The order of events and/or the events may be changed by mutual agreement of the coaches and the meet referee during dual meets.
D. Scoring and Awards
1. Dual meet point awards:
Relays: 7-0
Individual Events: 5-3-1-0
2. Dual meets will be run as timed finals. (In timed finals, places shall be determined on a time basis, subject to the order of finish within each heat and based upon the ranking system used at the meet. Any ties resulting from the procedure used shall be declared officially tied for awards and points, with no further attempt at resolution).
3. If a sweep occurs, the first and second place points will be given to the sweeping team. The third place point will be given to the opposing team provided they have a legal finisher; otherwise the sweep will be awarded.
4. Ribbons will be awarded for 1st through 3rd places, both individual events and relays, for age 8 and under through twelve. Heat ribbons will be awarded for other than the point heat. Swimmers thirteen and older can request to receive their ribbons.

VII. Dual Diving Meets
1. There is no limitation on the number of divers in any single age group.
2. Contestants may be entered in one age group higher if no other divers of that sex from that team are registered in that age group. However, contestants may not dive in more than one age group in the same meet.
3. Each diver shall submit a Madison All-City Diving score sheet which includes the number, written description, position, and degree of difficulty with the number of voluntary and optional dives circled and the order in which the dives will be attempted. The dive number and position shall be the official description of the dive and take precedence.
4. If the diver makes an error in listing the position of a dive, the diver may change the position provided the error is discovered and protested by the diver to the diving referee prior to performing the dive. The diver shall then perform the dive as corrected.
1. The competition for ten and under shall consist of one required dive and four optional dives. For eleven and up, the competition shall consist of one required dive and five optional dives.
2. The required dives for each age group will be determined by lot by the host team by Wednesday of that week. A required dive must not be repeated throughout the four age groups.
a. For 12 and under, the required dive shall be a forward, backward, inward or half-twist dive.
b. For 13 and older, the required dive shall include those listed above plus the reverse dive.
3. The optional dives may come from any of the five groups; however, no more than two dives (required or optional) may come from the same group.
4. Only dives listed on the accompanying diving table shall be performed.
5. No diver shall repeat a dive in a single meet. All dives of the same number, whether tuck, pike, straight or free position, are considered the same dive.
1. Warm-ups shall consist of one hour session in dual meets with the host team warming up at 3 PM and the visiting team warming up at 4 PM. In the case of a triple dual meet, each team will be allotted forty minutes for warm up. The host team will begin at 3 PM, the next team at 3:40 PM, and the third team at 4:20 PM.
2. Practice dives are permitted only prior to each session of the diving meet. This includes an additional practice approach, with or without a water entry, immediately prior to the start of diving competition.
3. In triple-dual meets, the order of divers shall be determined by lot.
4. Younger divers dive first.
5. Girls precede boys.
6. Age/sex groups can be combined at the discretion of the meet director if there are only a few divers in a group. The awards and scoring are still separate for each age/sex group.
7. The order of events and/or the events may be changed by mutual agreement of the coaches during dual meets.
8. If a diver fails to appear for a dive, it will count as a failed dive. The diver will be allowed to dive for his/her remaining dives.
9. All divers must perform without assistance from any other person except when an attendant is needed to create water agitation.
10. To ensure the safety of divers and promote fairness in competition, pools should be closed during diving competition.
1. A judging panel of three judges shall be positioned on one or both sides of the diving board with an unobstructed view of all diving competition.
a. The host team will provide two of the three judges; the visiting team is responsible for providing one judge.
b. In triple dual meets, one judge per team is required to fill the three positions.
2. The diving referee shall
a. determine balks
b. make the mandatory deduction for a violation in the forward approach and for a balk
c. determine unsatisfactory and failed dives and instruct judges as to the maximum point award allowable
d. instruct the judging panel to “call it as they see it” on a dive that is debatable as a fail
e. authorize a dive to be repeated upon immediate request of the diver involved when the execution of the dive was influenced by exceptional circumstances
f. obtain a copy of the dive sheets prior to competition for verification in times of uncertainly on a dive
g. resolve any disagreement on one dive prior to the next dive
3. The scorer shall list the award given each dive by each judge. The three scores shall by multiplied by the degree of difficulty to determine the diver’s score.
1. The areas of consideration in awarding points are the starting position, approach, takeoff, flight and positions, and entry into the water.
2. Points shall be awarded by judges on a scale of 10-0 at ½ point increments according to the following:
a. Exceptional 9 to 10
b. Excellent 7 ½ to 8 ½
c. Good 6 to 7
d. Satisfactory 4 ½ to 5 ½
e. Deficient 2 ½ to 4
f. Unsatisfactory ½ to 2
g. Failed 0
3. A dive is deficient if, in a judges opinion:
a. The diver partially alters the position of the dive during flight.
b. A diver enters the water in a “cannonball” on dive 104.
1) For 10 and under a maximum award of four will be given
2) For 11 and older a maximum award of three will be given
c. A diver fails to square out of a twist before entering the water (same rules apply for age groups and awards as listed above in VII.E.3.b)
d. The diver uses the tuck position on a twisting dive listed in the free position other than dives 5152, 5221, 5231, and 5331.
4. A dive is failed if the diver:
a. Executes a dive other than that given on the diving score sheet
b. Does not assume a starting position
c. Falls into the water
d. Is assisted by another person
e. Does not execute the pike before the twist when dives Nos. 5111, 5211, 5311, and 5411 are to be done in the pike position
f. Enters the water with the feet touching first on a head-first entry
g. Enters the water with the head or hands touching first on a feet-first entry
h. Twists the shoulders 90 degrees more or less than indicated on the diving score sheet when the diver’s feet/hands contact the water
i. Repeats a dive
j. Steps off the board after assuming the starting position
k. Performs a dive requiring a forward approach from a standing forward position
l. Commits two balks
m. In a championship meet, does not perform the dives as specified
n. Performs a dive not listed on the diving table
5. Mandatory Deductions
a. Two points shall be deducted from each judges award for
1) A violation of the forward approach
2) A balk
3) Clearly performing the dive in a position other than that described on the diving score sheet
4) Entering the water with one or both hands above the shoulders on a dive requiring a feet-first entry
5) Entering the water with one or both hands below the shoulders on a dive requiring a head-first entry
b. ½ to 2 points shall be deducted from each judges award for
1) Excessive oscillation on a back/inward takeoff
2) Feet leaving the board prior to a back/inward takeoff
3) Spreading the knees in the tuck position
4) Entering to the side of the board
5) Twisting before leaving the board
1. Dual meet point awards for diving: 5-3-1-0.
2. Points will be awarded to the best three in each age group. If a sweep occurs in an age group, the first and second place points will be given to that team. The third place point will be given to the opposing team provided they have a legal finisher; otherwise, the sweep will be awarded.
3. Ribbons will be awarded for 1st through 3rd places for each age group for both boys and girls.
VIII. All-City Pool Meet
1. There shall be preliminaries and finals. Diving preliminaries and finals for two groups will be held Monday and diving preliminaries and finals for the other two age groups will be Tuesday. Wednesday will be a free day. Swimming preliminaries in individual events will be on Thursday and Friday. Finals in individual events and timed-finals for relays will be on Saturday. The host team decides which age groups will dive and/or swim on which days.
2. Warm-up times shall be rotated according to the pool rotation schedule with the host team having the last time. On the day of championships for swimming, warm-ups at the host pool will be eliminated. The warm-ups for diving will be held at the host pool on the Saturday and/or Sunday prior to the meet. Each team should have about one hour of time, but the length of time allotted to each team will depend on the number of boards available for warm-ups and the size of the team, i.e., larger teams should have a longer warm-up time, and the time can be shortened if two boards are available, etc.
3. Order of events shall be the same as dual meets except for the split of events by age in the preliminaries.
4. Each team may enter as many individuals as it wants in each event.
5. Each contestant may be entered in two individual swimming events in addition to relays and diving.
6. A registered lower age group swimmer can swim in an upper age group relay as long as a swimmer from the upper age group is not displaced.
7. The host team shall provide a certified or licensed Starter/Referee [USA Swimming or Master Official (WIAA)] for the entire All-City Pool Meet to act as referee in accordance with All-City Swim/Dive League Rules.
1. Entry deadline for swimmers is eleven (11) days prior to the preliminaries. The deadline will be no later than 8 PM that day. The host team will set the exact time of day for the deadline. Swimmers that are not registered and have not paid their fees by the deadline will not be allowed to swim. Teams are required to submit All-City Meet entries (using software designated for the All-City Championship Swim Meet) via e-mail.
2. By the entry deadline, coaches must turn in the number of relays and the relay designations (e.g., Shorewood A, Shorewood B., etc.) Swimmer’s names or ID numbers for relays do not have to be assigned by the deadline. Relay only swimmers are to be entered using the following event numbers girls - 201 and boys – 202 (Remember that relay only swimmers must pay the entrance fee).
3. First names, last names, and swimmer ID numbers (if required) must be on all individual entries.
4. Seed times, for individual events and relays, are to be submitted in the appropriate distance of the pool hosting the All-City Swim Meet. A ten percent (10%) differential between yards and meters shall be used.

Coaches must provide the first names, last names,
and swimmer Ids (if required) of relay team members in Meet Manager format via
email as an attachment within three hours after the conclusion of the
preliminatries on Thursday and Friday.
6. Unofficial relays may be swum. However, they should be limited in number and must be approved by the Meet Director prior to the beginning of the meet.
7. There shall be an entry fee of $8.00 for each swimmer. This payment will be due upon receipt of the club’s entries to the All-City host club.
8. Six days prior to the preliminaries, a coaches’ proofing session will be held. The host club will set the time and location. Prior to this session, each team should have received and reviewed his/her entries for the All-City swim meet. The placement of a swimmer or a relay can be made at this session, but they will be exhibition swims only. Seed times can only be changed if it can be proved that an error has been made. Meet management error of swimmers’ and/or relays’ entries can be corrected without penalty. After the entries for a team have been reviewed with meet management, the coach will certify the entries with his/her signature.
9. By noon the day before the start of the All-City Pool Meet, a swimmer or relay may be added as exhibition at the option of the host team.
10. After noon of the day before the start of the All-City Pool Meet, no swimmer or relay can be added.
1. The competition shall consist of preliminary and final rounds with those divers placing in the top 16 (after prelims) advancing to the final rounds.
a. For ten and unders, there will be three preliminary dives of which one will be the required dive. Two other dives will be performed in the finals.
b. For all other age groups, there will be four preliminary dives of which one will be the required dive. Two other final dives will be performed in the finals.
2. All-City Dive Meet Entries:
a. The entry deadline for divers is set by the host club but will be no later than 8 AM on the Friday prior to the All-City Dive Meet to allow time for printing a program with the divers’ names.
b. There shall be an entry fee of $3.00 for each diver. This payment will be due upon receipt of the club’s entries to the All-City Dive Meet host club.
c. The diving entries should include the first and last name of the diver and date of birth on the Madison All-City Diving form.
d. This score sheet shall be submitted to the meet committee at the specified time and place with changes permitted during the first one-half hour of the warm-up session. Final dives may be changed up to fifteen minutes before the final dives begin. Both the diver and coach will be asked to initial the scoring form following the change.
3. The order of divers in championship meets shall be determined by lot, and the same relative position of divers shall be maintained for all levels of competition.
4. A judging panel of eight judges shall be positioned on one or both sides of the diving board with an unobstructed view of all diving competition. Only seven will show a score; the diver’s own coach will not judge. Inn the event that the diver does not have a coach judging at that time, there is a designated judge who will not score that particular dive. This judge is to be seated in the eighth chair.
5. The scorer shall list the award given each dive by each judge. After canceling the two highest and two lowest scores, the remaining three scores shall be multiplied by the degree of difficulty to determine the diver’s score.
6. The host team shall provide a qualified individual for the entire All-City Dive Meet to act as Diving Referee in accordance with National Federation (WIAA) Diving Rules.
7. A diver must compete in his or her own age group.
1. Individual awards for swimmers will be given through the twelfth place in a six-lane pool, and through the sixteenth place in an eight-lane pool. Individual awards for divers will be through the sixteenth place.
2. Point Awards:
a. In a six lane pool:

3. Relays
a.
Awards -
will be presented to each relay team on the basis of the position of
finish.
b.
Scoring – a minimum of twelve places will be scored
(provided each team has a qualifying relay) with each club using its highest
place finish

c. Efficiency Trophy for both diving and swimming
d. Age Group - Boys and Girls - High Point
5. The High Point trophies will travel year-to-year to the winner of each year’s All-City Meets. If a team wins the High Point trophy three consecutive years, the board representative from that team will purchase a new trophy using funds from the Board’s savings account. This trophy will have the three years of winning engraved on it.
6. Heat winner ribbons will be given in all events during the preliminaries and the relay events through age twelve.

Scores
1. The All-City is not a sanctioned USS meet and All-City rules supersede USS rules where applicable. All officials and coaches should have access to both the All-City rules and the USS rules.
2. It is the swimmer’s responsibility to be at the clerk of course in time to be seeded for his/her event. In the case of Consolations and Finals, the reseeding of events with alternates will not be changed when the preceding Consolation event is on the blocks.
3. When electronic (automatic) timing systems are used for the All-City meet, it is the responsibility of the Meet Director to make sure that the USS rules on automatic timing are followed.
IX. Preseason Coaches’ and Officials’ Meeting
A. The president of the Board shall co-chair the Coaches’ and Officials’ meeting with the current year’s Meet Director.
B. The meeting will be held the week before the first swim meet as arranged by the president of the Board.
C. It is required that all teams have a representative from their diving and swimming coaches present at the meeting.
D. It is also requested that an official from each team be present at this meeting.
